What motherboard you got?
I've got an Abit KT7A and they are known for sound breakup, but mine only seems to do it when using Winamp, or in Baldurs Gate - it's fine in CS.
Could be a MB problem or maybe some sort of DMA/IRQ issue.

add "+voice_dsound 1" to your counter-strike shorcut
eg: E:\hl\hl.exe -console -game cstrike -nojoy -noipx +voice_dsound 1
