You have to 'secure' everyone, hossie and bad guy... Sometimes the hossies want to know why your 'securing' them and not the bad guys, a dose of pepper spray often makes them see sense :) If you get a hossie flailing about and he/she is surrounded by nasty folks and you shoot him/her by accident you...
