This fixes the rcon bug, but - it also does something major in steam to try allieviate concerns over downloading games and losing them / re-installing windows.
If you now backup your whole steam directory (or put it on a seperate partition to the OS) it no longer uses the registry.
So if you re-install windows, simply delete your clientregistry.blob and open steam.exe and bang - its all back
