I think you have to download the dedicated server version of steam pal ;) (I think, dont quote me on that)

AND, unless they have resolved this issue (they promised they would), the server and the client both need access to the internet for authentication.

I didn't think you needed to create a dedicated server TBH, you can still make a server and client on the same machine?

nah you don't need the dedicated server version of steam to play on lan.

All you do is start cs on one of the machines, select new game, change the settings to whatever you want and it'll load CS up on that machine. Then go to the other one and look under the lan tab on the server browser and the lan server should show up, thats it.

dunno if both computers will need internet access or not though, the ones i tried it on are.

Well, here's how I do it:

(all this assumes you do not want a dedicated server)

On the most powerful PC (which will be the host as well as allowing one player to play); Open Steam, select Games, then Counter-Strike.

It will then probably try to connect you to your usual internet server.
Hit Cancel, then when you get the game menu, select New Game.

You should get a dialogue box asking you which map, and a tab where you can set all the local server settings (duration, Friendly Fire, etc).

Hit OK and you should be in game.

On the other pc(s), Open Steam, select Servers, then select the LAN tab.
Hit Refresh if you cant see your server.
Join game.

Don't ***think*** you need internet access, but not certain as my PCs are always connected.

 well, if you must know...

It's actually how I test new map areas/ideas - scale is a lot easier to gauge when you can see another player standing/crouching/jumping next to an object.

there are other ways though: as a start i use the player_start entity to gauge doors etc, but there is:

railings are 32 units tall, a chest high box would be 48 units, and a typical doorway would be 128 units high. Also a player crouching would be 48 units, 64 at full stand, and 96 jumping.

Fyi you do need to be connected to the internet to play any game through steam, even offline ones like sp half-life.

Stupid huh.
